Photoshop and Lightroom are also great tools that are paid programs. Currently, they are monthly subscriptions but can still be found as a one-time paid software in earlier versions.
Lightroom would be comparable to Windows Photo Gallery in that it’s the “work-horse” editor, taking care of the majority of the still shot edits (shadows, saturation, cropping, tint adjustments, straightening). There is an extension called Enfuse which handles the exposure blending, similar to the Blending Plugin for Gimp.
Photoshop is comparable to Gimp as far as more extensive editing tools for removing pool hoses, flashes (or your head) from mirrors, etc with the clone or bandaid tools.
